$\Rightarrow 3(7 y+4)=-4(y+2)$      (by cross multiplication)

$\Rightarrow 21 y+12=-4 y-8$    

$\Rightarrow 21 y+4 y=-8-12$

$\Rightarrow 25 y=-20$

$\Rightarrow y=\frac{-20}{25}=\frac{-4}{5}$

$\therefore y=\frac{-4}{5}$
