Solution:

To find: $(-5) *(2 * 0)$

Given: $a^{*} b=a+4 b^{2}$

$\Rightarrow(2 * 0)=2+4 \times 0^{2}=2$

Now $(-5) * 2=-5+4 \times 2^{2}=-5+16=11$
